
On January 16, Huang Qiang, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, presided over the first plenary session of the new People's Government of Sichuan Province. The meeting aimed to comprehensively study, master, and implement the guiding principles of the 20th CPC National Congress, put into practice the visions outlined at the Central Economic Work Conference, the Second Plenary Session of the 12th CPC Sichuan Provincial Committee, the Economic Work Conference of the CPC Sichuan Provincial Committee, and Sichuan's Two Sessions, promote the realization of the goals and completion of the tasks set out in the report on the work of the People's Government of Sichuan Province, and make plans on the key tasks in 2023.
The meeting outlined that over the past five years, Sichuan has made great achievements in development. The results hinged on the strong leadership of the CPC Central Committee, the State Council, and the CPC Sichuan Provincial Committee and were achieved by the people of the province together. They should also be ascribed to the efforts of the previous provincial leadership lineup. The next five years are critical to the new journey of modernization, and we bear a heavy responsibility. All departments of the People's Government of Sichuan Province should be brave in undertaking their missions, fulfilling their duties, and working together diligently, so as to live up to trust and expectations and strive to deliver satisfying fruits to the Party and the people.
The meeting highlighted that first, we must resolutely complete the economic and social development goals and tasks set by the Sichuan Provincial People's Congress. It is necessary for Sichuan to shoulder its responsibilities as a major economically developed province, try its best to make up for the gap created by last year's extreme factors, and become a leader among its counterparts. Chengdu and central cities with relatively large economic sizes should aim for a growth rate higher than the provincial average. Other cities (autonomous prefectures) are required to leverage their strengths for development. Together, they can facilitate the overall improvement in the province's economic performance. Second, we must unswervingly make promoting high-quality development a top priority. We are required to make great efforts to fully, accurately, and comprehensively carry out the new development philosophy, maintain strategic focus, and avoid low-level and redundant industrial projects, homogeneous competition, and grow now/clean later. We should never develop based on the waste of resources and destruction of arable lands, instead, we need to implement a one-vote veto in projects that once made mistakes in upholding the bottom line of safety and the red lines for ecological conservation and arable land protection. With such efforts, we can correctly implement the decisions of the CPC Central Committee. Third, we must prioritize the fulfillment of the promise of optimizing the business environment. The new leadership lineup should redeem their promises, substantially improving utility services and building a market-oriented, law-based, and internationalized first-class business environment. The government should aim to make breakthroughs every year and obtain great results in five years. Fourth, we must put the spotlight on the keynote of "strictness" and "practicability" and effectively strengthen the self-improvement of the government. It is demanded to fully implement the nine "strict" requirements proposed in the report on the work of the People's Government of Sichuan Province, investing funds and efforts in important, practical things and satisfaction of living needs. The government needs to bolster investigation and research while serving the people wholeheartedly to make them pleased. Leading officials should be upright and clean and earnestly take responsibility for building a clean government in performing their duties.
Vice governors of the People's Government of Sichuan Province have arranged in writing the key tasks in respective areas of responsibility in 2023. Secretary-general and heads of departments of the People's Government of Sichuan Province attended the meeting. Deputy secretary-general of the People's Government of Sichuan Province and heads of agencies and organizations directly under the provincial government, relevant organizations under the central government in Sichuan, as well as municipal (autonomous prefecture) governments attended the meeting as non-voting participants. Heads of relevant organizations were invited to attend the meeting as non-voting participants.
